En términos generales, la calidad del ERT en el Perú para telefonía fija y móvil se mantiene en valores muy cercanos al umbral entre eficaz e ineficaz. Por un lado, los resultados más alentadores se presentan en la percepción de la regulación de la entrada al mercado. Por otro, se requieren mejoras en la regulación de prácticas anticompetitivas, ya que esta dimensión ha sido clasificada como ineficaz. A grandes rasgos, el resultado sería neutral; es decir, según la percepción de los especialistas en el sector, no parece existir relación entre riesgo regulatorio e inversión.

In general terms Peru's telecommunication regulatory environment is seen to be on the threshold between efficient and inefficient. On the one hand, the most promising results are seen in the perception of the regulation of market entry while on the other hand improvements are required with respect to regulation of anti-competitive practices, with the regulator's actions perceived as inefficient. Overall the effect of Peru's regulatory environment on investment is perceived as neutral, with no relationship between perceived regulatory risk and investment.
