Pro Poor mobile capabilities: service offering in Latin America and the Caribbean

Abstract
This paper establishes the background for analytical and empirical examinations of mobile opportunities and service capabilities in Latin America and the Caribbean (LAC). The analytical and empirical studies will form the basis of a regional assessment and, ultimately, to recommendations for meaningful pro-poor policy, regulatory and project interventions in the region.

Summary
A quantitative survey of low-income communities in Trinidad and Tobago, was used as the basis for the country study. The sample of 537 respondents out of a total country population of 1,262,366, was selected using information from local studies which estimate that 17% of the population is poor (Kairi Consultants, 2007). The study is motivated by an interest in identifying possible ways of empowering the poor in Trinidad and Tobago through telecommunications.

Este documento describe el modelo Depurador como marco en el cual se pueden contemplar soluciones TIC para las comunidades que sufren la amenaza de la exclusión digital. El modelo divide el problema en dominios prácticos, dentro de los cuales pueden irse destilando soluciones TIC realistas y apropiadas. Describe los atributos genéricos de la información y las comunicaciones y la manera en que estos atributos se proyectan sobre los parámetros técnicos de las TICs.

Digital Poverty - Ch. 6 - Selecting Sustainable ICT Solutions for Pro-poor Intervention

This chapter describes a Percolator model as a framework within which ICT solutions may be contemplated for communities under threat of digital exclusion. The model partitions the problem into manageable domains, within which realistic and appropriate ICT solutions may be progressively distilled. It gives an account of the generic attributes of information and communications and the manner in which these attributes map onto technical parameters of ICT.

Como base de este estudio nacional se empleó una encuesta cuantitativa de las comunidades de bajos ingresos de Trinidad y Tobago. La muestra constó de 537 entrevistados de una población total de 1.262366, y fue seleccionada empleando información extraída de estudios locales que estiman que el 17% de la población es pobre (Kairi Consultants, 2007).
