Affordability of mobile phone service in Latin America

Abstract
This study aims at contributing to the discussion about the regulatory tools that could improve access to telephone services by the poor. We analyse the costs and alternatives the poor face when buying telephone services, as well as the level of expenditure this represents in their consumption basket. In other words, we seek to evaluate the affordability of telephone services (and of mobile telephony in particular) among the poor.

El acceso al servicio telefónico por parte de los grupos de menores recursos depende en gran medida de sus estrategias de uso de la telefonía móvil. El principal objetivo de este proyecto de investigación es explorar cuáles son las estrategias que emplean los pobres de América Latina y el Caribe para adquirir y hacer uso de los servicios de telefonía móvil, así como identificar las principales barreras –tanto las de mercado como aquellas que impone la propia regulación– que obstaculizan su mayor penetración y su uso más difundido.

Abstract
Access to telephony for low-income groups is largely based on different strategies of mobile telephony usage. The main goal of this research project is to explore the strategies employed by the poor in Latin America and the Caribbean to access and use mobile telephony services, as well as to identify the major market and regulatory barriers for increased penetration and usage. More generally, it seeks to contribute to the discussion on how access to mobile telephony contributes to improving the livelihoods of the poor –what we call mobile opportunities.

Resumen
Este trabajo pretende contribuir a la discusión sobre herramientas regulatorias que puedan mejorar el acceso a servicios de telefonía por parte de los sectores de menores recursos mediante el análisis de los costos y alternativas que enfrentan estos sectores para adquirir dichos servicios, así como del nivel de gastos que estos servicios representan en la canasta de consumo de los pobres.

This study belongs to the project Mobile Opportunities: Poverty and Telephony Access in Latin America and the Caribbean, which aims at understanding the strategies used by the poor in the LAC region to access telephony services. In addition, it seeks to identify the main barriers encountered both by the market to extend its frontiers and by a sophisticated use of telephony among low income groups.

Este documento discute los problemas de acceso a redes y servicios TICs en comunidades pobres o aisladas (mayormente rurales) en América Latina y el Caribe. La respuesta convencional a este problema ha sido crear incentivos y ofrecer subsidios públicos para que los operadores tradicionales cubrieran la diferencia entre las tarifas y los niveles de recuperación de costo.

The problem discussed in this paper is the failure of ICT networks and services to effectively reach the poor, particularly those living in rural areas, in Latin America and the Caribbean . The conventional answer to this problem has been to create incentives and offer public subsidies for traditional operators to cover the difference between tariffs and cost-recovery levels.

Resumen
El presente trabajo analiza el estado de situación de la normativa Argentina de telecomunicaciones y radiodifusión desde el punto de vista de la necesidad de adecuación de estas normas a la creciente convergencia tecnológica del sector de comunicaciones. Encontramos que el entorno regulatorio en Argentina presenta tanto oportunidades como barreras para el desarrollo de redes y servicios convergentes.
