Resumen
Este estudio analiza el marco regulatorio de la telefonía móvil como un elemento determinante de su crecimiento en América Latina, haciendo énfasis en los aspectos que contribuyen a mejorar las condiciones de conectividad de la población más pobre.

Aun cuando los beneficios obtenidos con el ingreso de los capitales privados a la región han sido considerables, principalmente porque fue posible realizar las inversiones necesarias para facilitar el acceso de la mayoría de la población a las nuevas tecnologías, el modelo de gestión actual también ha dado lugar a un nuevo nivel en las relaciones entre los usuarios y las mega-empresas que dominan la industria de las TIC.

A direct relationship between democracy and development shows that the most fair and equal societies are the ones in which citizens have access to political and economic decision-making centers, through a legal system that guarantees the full exercise of their rights and the possibility of demanding accountability from the authorities for the trust deposited in them by the community. This is even more important when referring to poor people living in cities and rural areas.
