Promoting widespread access to ICTs: Creating new or managing existing infrastructure

In Mexico, as in most Latin America countries, the telecommunications sector suffers from limited, unequal and poor-quality access. In its current state, telecommunications infrastructure complicates economic development and social welfare in any country. This paper presents recommendations for addressing this situation, based on a Mexican case study.
