In Mexico, as in most Latin America countries, the telecommunications sector su­ffers from limited, unequal and poor-quality access. In its current state, telecommunications infrastructure complicates economic development and social welfare in any country. This paper presents recommendations for addressing this situation, based on a Mexican case study.
