Luis Hernando Gutiérrez Ramírez was born in Barranquilla, Colombia. He is married and is father of a lovely four years old girl. Before obtaining his Ph.D in economics from University of Florida, he got a master degree in economics at Universidad Nacional de Colombia in Bogotá. His field studies are in industrial organization and regulation, and corporate governance. His working experience includes the Colombian Central Bank (Banco de la República) from 1985 to 1998 in Barranquilla, as a technical advisor, the National Department of Planning from 1989 to 1995, as a head of the industrial division, and lecturer in Universidad Nacional de Colombia, Universidad del Rosario both in Bogotá, and Universidad Eafit in Medellín. He has taught courses in microeconomics, industrial organization, and financial economics. He is currently associate professor at the economics department in Universidad del Rosario where he works from 2001. Mr. Gutiérrez has published in the Journal of Regulatory Economics, Utilities Policy, Telecommunications Policy, Quarterly Review of Economics and Finance, Journal of Economics and Business and Applied Financial Economics Letters. In 2007, Mr. Gutiérrez participated in DIRSI project “Mobile Opportunities for the Poor” for which he wrote “the Colombia country report”. He currently works in a project directed by Judith Mariscal entitled “ICT and youth in rural areas: Creating opportunities for Youth entrepreneurship in Latin America”
