Hugo Carrión of imaginar, an Ecuadorian research centre, and a member of DIRSI, will be a panelist in the workshop “Regular en un mundo IP: ¿Cómo superar los marcos regulatorios para poder desarrollar la convergencia?” (Regulating in an IP World: How to design better regulatory frameworks to promote convergence) during the XII Summit of Regulators and Operators - 9 - 10 July 2009 en Medellin, Colombia. The Summit is jointly organised by Regulatel and AHCIET and its theme is “Retos del futuro Regulatario - Una década después: Crisis económica y renovación regulatoria”. (Future Regulatory Challenges - A decade later: Economic crisis and regulatory renewal).

DIRSI members will be active at the annual congress of the Latin American Studies Association (LASA) in Rio de Janeiro 11-14 June, 2009. A DIRSI-organised panel will address the question: Are new communication technologies reducing or increasing inequalities?
During the session Hernán Galperin (Argentina) and Roxana Barrantes (Peru) will present their paper Can the poor afford mobile telephony? Evidence from Latin America and Antonio Jose Junqueira Botelho (Brazil) will discuss New communication technologies and MSME's in Latin America and the Caribbean. The session will take place on Saturday 13 June from 09:00-10:45 in Sala K118 of the Kennedy Building of the Pontifícia Universidade Católica.
At a separate session Judith Mariscal will present the paper Mobiles for Development: M-Banking in Latin America during a session on Technology/Culture/Power: Multidisciplinary Perspectives on Information Technology in Latin America. The session will take place Friday 12 June 2009 from 09:00-10:45 in Sala K117, Kennedy Building.

From April 20-30 a number of DIRSI members participated in a forum on mobile telephony in rural areas. The forum sought to identify the challenges that confront people in rural communities trying to use mobile telephony to improve their livelihoods. Among the topics discussed was the need to develop and implement policies to affordably extend mobile telephone service to rural areas.
