Peru's Regulatory Environment Shows Slight Improvement
A report just released by DIRSI shows that Peru's regulatory environment has improved slightly during the period from 2007 to 2009. The report, Entorno regulatorio de las telecomunicaciones: Perú 2007-2009 (Telecommunications Regulatory Environment: Peru 2007-2009), prepared by Jorge Bossio, used the Telecom Regulatory Environment (TRE) Assessment methodology that was developed by DIRSI's partner LIRNEasia as an approach to gaining insight on regulatory performance.

Original Title: Entorno regulatorio de las telecomunicaciones: Perú 2007-2009
The TRE methodology is based on the assumption that investment is a necessary condition for good telecom sector performance, and investment decisions are influenced by perceptions of investment risk. Using interviews and a questionnaire administered to a statistically significant cross-section of industry stakeholders and experts, the TRE assessment traverses six dimensions of regulatory risk for both the fixed and mobile sectors.

"Freeing Creativity: New visions on copyright" (Liberando la creatividad: nuevas visiones sobre derechos de autor) was a public seminar to discuss the risks associated with maintaining and strengthening copyright protection laws. The seminar was held on 25 February at the Pontífica Universidad Católica in Lima, Peru and included five expert speakers, including DIRSI coordinator Jorge Bossio.
eLAC 2010: New Goals and Priorities
An expert meeting to assess the progress of the Compromiso de San Salvador (Commitment of San Salvador), also known as eLAC 2010, was held in Santiago de Chile on December 2 and 3, 2009.

Jorge Bossio (MBA Escuela Superior de Administración de Negocios) is an Information Professional with advanced postgraduate studies in International Affairs at Pontificia Universidad Católica del Perú. Mr. Bossio has a broad experience in ICT for development and rural applications. Was a former member of the Peruvian Telecommunications Regulator and of the National Committee for Information Society, the ccTLD Administration Committee, among other national and international committees related to Internet and Telecommunications.
