This chapter describes a Percolator model as a framework within which ICT solutions may be contemplated for communities under threat of digital exclusion. The model partitions the problem into manageable domains, within which realistic and appropriate ICT solutions may be progressively distilled. It gives an account of the generic attributes of information and communications and the manner in which these attributes map onto technical parameters of ICT.

Summary
A quantitative survey of low-income communities in Trinidad and Tobago, was used as the basis for the country study. The sample of 537 respondents out of a total country population of 1,262,366, was selected using information from local studies which estimate that 17% of the population is poor (Kairi Consultants, 2007). The study is motivated by an interest in identifying possible ways of empowering the poor in Trinidad and Tobago through telecommunications.

Abstract
This paper establishes the background for analytical and empirical examinations of mobile opportunities and service capabilities in Latin America and the Caribbean (LAC). The analytical and empirical studies will form the basis of a regional assessment and, ultimately, to recommendations for meaningful pro-poor policy, regulatory and project interventions in the region.
