In Mexico, as in most Latin America countries, the telecommunications sector suffers from limited, unequal and poor-quality access. In its current state, telecommunications infrastructure complicates economic development and social welfare in any country. This paper presents recommendations for addressing this situation, based on a Mexican case study.

This paper describes a case study of Brazil’s micro telecommunications operators or “microtelcos,” a low-cost alternative for expansion of telecommunications services in areas with low population density. It also oers recommendations for encouraging the participation of these operators in the market as a way of promoting universal access and achieving social well-being.

Most of Brazil's urban areas have access to good telecommunications services and in the case of major cities there is a diversity of technological possibilities for network access. However, there are significant access inequalities in the country since many rural and isolated communities do not have access to an appropriate mobile telephony infrastructure or to mobile or fixed broadband.

Building on the achievements of the Mobile Opportunities project, DIRSI’s Phase II research program seeks to extend the reach and scope of this project by launching a Mobile Opportunities 2.0 initiative.This initiative seeks to map the availability of mobile-based offerings beyond voice targeted at the poor in the LA region, and examine the best regulatory and policy practices conducive to faster deployment and wider use of these pro-poor services.
