Mobile Opportunities: Collecting Primary Information
After studying the background, the second phase of the Mobile Opportunities project involved the gathering of primary data from the countries included in the study. A household survey was conducted in countries of the region with different market conditions. This research was complemented with qualitative studies carried out in Peru and Jamaica.

The first phase of the Mobile Opportunities Project focused on background research and the preparation of the corresponding background papers on regulation, market trends, price levels and regulation, the relation between gender and mobile phone use, mobile use by small and medium enterprises, and the range of mobile service offerings in the region.

This paper analyses the regulatory frame for mobile telephony as a determinant of its growth in Latin America, putting an emphasis in those aspects that contribute to improve the connectivity among the poor.

This study belongs to the project Mobile Opportunities: Poverty and Telephony Access in Latin America and the Caribbean, which aims at understanding the strategies used by the poor in the LAC region to access telephony services. In addition, it seeks to identify the main barriers encountered both by the market to extend its frontiers and by a sophisticated use of telephony among low income groups.
Mobile Opportunities: Poverty and Mobile Telephony in Latin America and the Caribbean
During 2006-07 DIRSI conducted a multi-component regional study on ICT access strategies and usage patterns by the poor, with a specific focus on mobile telephony. A key assumption underlying the study was that the dominant narrative about shared broadband access as the most cost-effective ICT access strategy for the poor ignored opportunities opened up by the explosive growth in mobile telephony coverage and take-up in the region (thus our title, Mobile Opportunities).
