Broadband in Latin America: Opportunities to reduce tariffs, improve quality and expand service

A new study reveals that prices in Latin America are almost three times as high as those in more developed countries. A 10 percent tariff reduction would result in a nearly 19 percent increase in penetration, equivalent to 4.7 million additional connections in the region.

In Mexico, as in most Latin America countries, the telecommunications sector su­ffers from limited, unequal and poor-quality access. In its current state, telecommunications infrastructure complicates economic development and social welfare in any country. This paper presents recommendations for addressing this situation, based on a Mexican case study.

This paper describes a case study of Brazil’s micro telecommunications operators or “microtelcos,” a low-cost alternative for expansion of telecommunications services in areas with low population density. It also o­ers recommendations for encouraging the participation of these operators in the market as a way of promoting universal access and achieving social well-being.
