This document analyses a proposal of the Secretaría de Comunicaciones y Transportes (Communication and Transport Secretariat – SCT) for putting the Comisión Federal de Electricidad (Federal Commision of Electricity - CFE) existing telecommunications transmision infrastructure on the market.
