This paper describes a case study of Brazil’s micro telecommunications operators or “microtelcos,” a low-cost alternative for expansion of telecommunications services in areas with low population density. It also o­ers recommendations for encouraging the participation of these operators in the market as a way of promoting universal access and achieving social well-being.
