Interviewed by SEMANAeconómica, Dr. Roxana Barrantes, member of DIRSI's steering commitee, commented on the discrepancies between the incumbent operator Telefónica del Perú and the regulatory authority OSIPTEL, regarding the current methodology for establishing the productivity factor and the mobile termination charges.
Dr. Roxana Barrantes remarked that the Telecommunications law is not specific about this issue, as opposed to the Electric Licensing law, and she added that it is time to make the legal framework for the productivity factor more precise. Moreover, she said that “there will always be conflict between the regulator and the regulated”. The challenge is to overcome these conflicts while following a transparent procedure.
