PhD in Statistics, University of Chicago,  and Mastrer in Economics by the Instituto Autónomo de México. Flores Roux has a wide experience in telecommunications in Mexico and the rest of the world. He was Coordinator of Counselors for the Subsecretaría de Telecomunicaciones (Sud-ministry of Telecommunications) of México in 2008-2009, where he played a significant role when defining policies such as satelital strategy, interconnection, electrical carrier network and national security affairs. In the private sector  he standed out as a counselor of the president of Grupo Telefónica in Brazil and as project leader for the enterprise's expansion to Asian markets (China). His papers have been published by various institutions, including  IMCO, Plano Editorial, Forbes Brasil, Teletime, McKinsey Quarterly, Gazeta Mercantil, Valor Económico, among others.
