Tender offer of dark fiber on Mexico's backbone: a solution that generates an artificial shortage

In response to the public consultation of Mexico’s Comisión Federal de Electricidad (CFE - Federal Electricity Commission) on the tender of two dark fiber strands on the telecommunications network, DIRSI’s researchers prepared a document which analyzes and criticizes the government’s proposal. In addition, it discusses other alternatives for public policies, together with their underlying economic models.
