Hernán Galperin (Ph.D., Stanford University) is Associated Professor and Director of the Centre for Technology and Society at Universidad de San Andrés. Dr. Galperin conducts various research projects on ICT’s regulation and impact, founded by institutions such as IDRC, ECLAC, USAID and UNDP. His papers have been published in the leading journals of this area, among them Telecommunications Policy, The Information Society and Information Technologies and International Development. His most recent book, Digital Poverty: Latin American and Caribbean Perspectives, was published in English by ITDG and will be soon published in Spanish (Pobreza Digital: Perspectivas desde América Latina y el Caribe) by Editorial CIDE-México.
