William Melody (Ph.D.) es Director Gerente de LIRNE.NET y del Programa World Dialogue on Regulation for Network Economies (WDR).
Melody es también Profesor Visitante de la Universidad Técnica de Dinamarca, de London School of Economics, y de la Universidad de Witwatersrand, Sudáfrica, siendo además Profesor Emérito de la Universidad de Tecnología de Delft (Holanda).

Sarita Silva es Licenciada en Ciencias Admininistrativas y egresada de la Maestría en Política Social con mención en Gestión de Proyectos Sociales de la Universidad Nacional Mayor de San Marcos. Está desarrollando la tesis de maestría. Se desempeña como Asistente Administrativo del proyecto DIRSI desde Marzo del 2007 a la fecha.
Luis Gutiérrez
Luis Gutierrez (Ph.D en Economía, University of Florida) actualmente es Profesor Asociado del departamento de Economía de la Universidad del Rosario en Colombia. Entre 1985 y 1998 se desempeñó como asesor técnico del Banco de la República de Colombia en Barranquilla. Asimismo, entre 1989 y 1995 trabajó como director de la División Industrial de la Oficina Nacional de Planeamiento. En el ámbito académico, ha sido catedrático también de la Universidad Nacional de Colombia, Universidad del Rosario y la Universidad Eafit en Medellín.

Luis Gutierrez (Ph.D in Economics, University of Florida) is currently Associate Professor at the Economics department at Universidad del Rosario. The results of the study are not very flattering for the country. The general perception is that the regulatory environment has much room for improvement in every area studied and lots of work is left to do. While the survey indicates that the sector perceives that efforts have been made in lowering the barriers to market entry, there are major questions concerning the regulation of anti-competive practices and universal service obligations.

The perception of Bolivia's regulatory environment ranges from ineffecient in certain areas to neutral in others. The assessment shows that the regulatory environment has not demonstrated the necessary capacity to bring about an attractive investment environment, a result of the country's perceived high level of regulatory risk. The current political and economic situation is also important as it has a direct influence on investments in the sector.

In general terms Peru's telecommunication regulatory environment is seen to be on the threshold between efficient and inefficient. On the one hand, the most promising results are seen in the perception of the regulation of market entry while on the other hand improvements are required with respect to regulation of anti-competitive practices, with the regulator's actions perceived as inefficient. Overall the effect of Peru's regulatory environment on investment is perceived as neutral, with no relationship between perceived regulatory risk and investment.
